Zoning is the process of classifying land into areas known as “zones” or “districts” for the purpose of prescribing regulations concerning building and structure placement, as well as uses for land, buildings, and structures. Zoning standards preserve and improve the quality of the community through sound land use planning, code enforcement, neighborhood regulations, and education. Before you start your project or sign a lease on a space, it would benefit you to contact us so we can help you learn the zoning and acceptable uses for the property you are interested.
The Town adopted its Zoning Ordinance to protect the health, safety, and welfare of the residents and businesses in Leesburg, to advance the objectives set out in Section 15.2-2200 of the Code of Virginia, 1950, as amended, and to implement the Legacy Leesburg Town Plan. Zoning Staff is responsible for administering and interpreting the regulations contained in the Zoning Ordinance, including the types of buildings constructed on lots, placement and height of structures, land uses and density of development permitted, number of parking spaces required, size and placement of signs, and other land use regulations.

- Interactive Zoning Map – this map provides an overall look at the zoning districts within the Town. The user can search by address or by zooming in on a particular location and link directly to the use information for each district.
- Crescent Design District Map [pdf] If the parcel you are searching returns as CDD (Crescent Design District), this map will show you the zoning categories by address point.
- Historic District Map [pdf] this map will help user determine if the parcel they are interested in is located in the Historic District.
- Interactive Gateway District Map – this map will help the user determine whether your parcel is located within one of our overlay districts.
- WebLogis – This map provides additional tax data for a particular parcel. The user can search by property address, property identification number or tax map number with the Loudoun County mapping system. Just click on the “Search” tab to enter your information.
Sometimes a rezoning or special exception is required when a use is not permitted “by-right” or when there is a request to deviate from the zoning ordinance. These are legislative processes with final approval or denial made by the Town council. Contact us so that we can assist you with this process. Early staff involvement is the key to your success.
