Leesburg GovCon Exchange Meeting – March 18, 2026
The Town of Leesburg’s Department of Economic Development invites government contractors and business leaders to the next Leesburg GovCon Exchange, a networking and discussion forum designed to connect local businesses involved in the government contracting sector. This session will offer practical insights and provide opportunities for contractors to engage directly with experts and peers in the GovCon community. You can attend in person or virtually.

Discussion Topics
Under the theme “Administrative Changes in Government Contracting,” speakers will discuss evolving federal procurement practices and answer participant questions. Topics will include:
- Changes to the solicitation process under the Revolutionary FAR Overhaul
Small business program updates and acquisition initiatives - Contract administration issues such as limitations on subcontracting, joint venturing, and contract modifications
- Understanding COR vs. CO authorities
- Navigating Requests for Equitable Adjustment (REA), option exercises, and small business status considerations
Speaker Information
John Shoraka is the Chairman of Gov Contract Pros (GCP) and formally served as the Associate Administrator for Government Contract and Business Development at the U.S. Small Business Administration (SBA), where he led federal small business set-aside programs, including 8(a) Business Development, HUBZone, WOSB, and SDVOSB initiatives. In this role, John worked closely with the White House and senior administration officials to shape federal procurement policies and advance small business participation across agencies. He played a key role in implementing the procurement provisions of the Small Business Jobs Act and the National Defense Authorization Acts, championing initiatives such as the All Small Mentor-Protege Program and the establishment of sole source authority for WOSBs. As a senior SBA official under the Obama Administration, John frequently represented the agency in congressional hearings, including testimony before the House Small Business Committee and the Senate Committee on Small Business and Entrepreneurship.
Trevor Skelly is the CEO of GovContractPros, where he leverages legal expertise, federal procurement experience, and military service to support companies navigating the federal marketplace. Prior to GCP, he served in the Office of General Counsel at the Pension Benefit Guaranty Corporation and as a Contracting Officer in the U.S. Navy, advising on appropriations, procurement policy, source selection, and ethics. His global perspective stems from military assignments in Japan, Italy, Bahrain, Afghanistan, and Washington, DC. Trevor holds a B.A. from the College of the Holy Cross and a J.D. from Boston College Law School and is DAWIA Level III certified in Contracting.
